Την ίδια ώρα ο Πτηνολογικός συνδέει τα αποτελέσματα της έρευνας με την πρόσφατη χαλάρωση στον νόμο περί προστασίας και διαχείρισης των άγριων πουλιών, η οποία οδήγησε σε αισθητά μειωμένα πρόστιμα για την παγίδευση με ξόβεργα ή πυροβολισμό έως και 50 πουλιών από μία λίστα 14 ειδών που ανήκουν στην κατηγορία των «αμπελοπουλιών».
«Τα πρόστιμα που έχουν μειωθεί από 2.000 ευρώ σε 200 ευρώ δεν είναι αποτρεπτικά ούτε τιμωρητικά, και προφανώς ούτε ανάλογα του κέρδους που θα είχε κάποιος από την παράνομη πώληση των πουλιών αυτών. Επιπλέον, η ομοιότητα των 14 ειδών με άλλα είδη πουλιών δυσχεραίνει την εφαρμογή και επιβολή του νόμου στο πεδίο καθιστώντας την πρακτικά ανέφικτη με αποτέλεσμα πολλά είδη να ‘‘τσουβαλιάζονται’’ στην κατηγορία των 200 ευρώ» τονίζει. Ο Πτηνολογικός Σύνδεσμος Κύπρου αναφέρει ότι δεν πρέπει να γίνονται διακρίσεις βάσει της μεθόδου θανάτωσης ή βάσει της «αξίας» που έχουν κάποια πουλιά για παγιδευτές και λαθροθήρες. Ενημερώνει ότι η Ευρωπαϊκή Επιτροπή, σε επιστολή της προς την Κυπριακή Κυβέρνηση τον περασμένο Οκτώβριο, επίσης εξέφρασε έντονη ανησυχία και κάλεσε την Κύπρο να ακυρώσει την τροποποίηση του νόμου και να αποκαταστήσει τα πρόστιμα ώστε να ξεκινούν στα 2000 ευρώ. Ένα μήνα αργότερα, ο Σύνδεσμος παρέδωσε στην Πρόεδρο της Βουλής των Αντιπροσώπων, Αννίτα Δημητρίου, διαδικτυακό αίτημα για την ακύρωση της εν λόγω τροποποίησης, το οποίο υπέγραψαν σχεδόν 14.000 πολίτες.
«Δεν είναι μόνο τα αμπελοπούλια»
«Δεν είναι μόνο τα αμπελοπούλια που πέφτουν θύματα της παράνομης παγίδευσης με την χρήση ξόβεργων και δικτύων», δηλώνει από την πλευρά του στο philenews ο φυσιοδίφης και πρόεδρος του Συνδέσμου Προστασίας Φυσικής Κληρονομιάς και Βιοποικιλότητας της Κύπρου Γιώργος Κωνσταντίνου. «153 είδη της κυπριακής πτηνοπανίδας, σύμφωνα με τον Πτηνολογικό Σύνδεσμο Κύπρου, πέφτουν θύματα της βάναυσης αυτής μεθόδου, τα μισά εκ των οποίων θεωρούνται απειλούμενα και ορισμένα είναι εξαιρετικά σπάνια είδη». Χαρακτηρίζει αδικαιολόγητη και με έλλειψη λογικής την απόφαση του κράτους για μειωμένα πρόστιμα για την παγίδευση με ξόβεργα και δίχτυα, προβλέποντας ότι θα αυξήσει περαιτέρω τα φαινόμενα αυτού του είδους λαθροθηρίας.
Σε φωτογραφίες που μοιράζεται μαζί μας, βλέπουμε ένα Ασπροσιάχινο (παγκοσμίως κινδυνεύoν είδος) που είχε πιαστεί σε ξόβεργο:
.«Σε τέτοια περίπτωση η επιβίωση αυτού του πουλιού είναι πλέον αμφίβολη, καθώς η ζημιά που προκάλεσε το ξόβεργο στο φτέρωμα του θα επηρεάσει την ικανότητα πτήσης του, και άρα την ικανότητα του να κυνηγήσει και να μεταναστεύσει», τονίζει ο Γιώργος Κωνσταντίνου. Όπως εξηγεί, τα μεγάλα πουλιά, όπως το Ασπροσιάχινο στη φωτογραφία, που είναι κι αυτά θύματα της πρακτικής των ξόβεργων, παγιδεύονται στην προσπάθειά τους να αρπάξουν τα μικροπούλια που είναι κολλημένα.
Η μπάλα στο γήπεδο της Κυπριακής Κυβέρνησης
Για τον Πτηνολογικό, η μπάλα τώρα είναι στο γήπεδο της Κυπριακής Κυβέρνησης. Τονίζει ότι πρωταρχικός στόχος του κράτους θα πρέπει να είναι η προστασία και η διατήρηση της φυσικής κληρονομιάς, ξεκινώντας από την επαναφορά αυστηρών και αποτρεπτικών προνοιών στη νομοθεσία. Συγκεκριμένα, καλεί την Κυπριακή Κυβέρνηση:
• Να ακυρώσει τη χαλάρωση του νόμου και να αυξήσει τα πρόστιμα στα 2000 ευρώ για όλα τα πουλιά, ανεξαρτήτως μεθόδου θανάτωσης ή είδους. Αν δεν γίνει αυτό, η Κύπρος πιθανότατα θα οδηγηθεί στο Ευρωπαϊκό Δικαστήριο για ανεπαρκή προστασία των μεταναστευτικών πουλιών, όπως έγινε ξεκάθαρο και στην επιστολή της Επιτροπής τον περασμένο Οκτώβριο.
• Να επαναφέρει το Κλιμάκιο Πάταξης Λαθροθηρίας της Αστυνομίας Κύπρου για την αποτελεσματικότερη αντιμετώπιση των οργανωμένων μεγάλων παγιδευτών και της βίας/απειλών από παγιδευτές.
• Να ακολουθήσει το παράδειγμα της Αστυνομίας των Βρετανικών Βάσεων για επιδίωξη καλύτερης και στενότερης συνεργασίας με περιβαλλοντικές οργανώσεις.
.Για τα δίχτυα
Σύμφωνα με τον φυσιοδίφη Γιώργο Κωνσταντίνου, τα παράνομα δίχτυα, εκτός από τα πτηνά, αποτελούν θανάσιμο κίνδυνο και για άλλα είδη πανίδας, μάλιστα σπάνια. Ένα παράδειγμα, τονίζει, είναι ο κυπριακός Νυχτοπάππαρος. «Υπολογίζεται ότι έχουμε περίπου 800 – 1000 Νυχτοπάππαρους στην Κύπρο, είδος το οποίο είναι υπό εξαφάνιση. Μια φορά εντοπίσαμε μόνο σε ένα δίχτυ 18 παγιδευμένους», είπε, εξηγώντας ότι οι παραβάτες στήνουν τα δίχτυα τη νύχτα, για να πιάνονται τα πουλιά το πρωί, όμως κατά τη διάρκεια της νύχτας κυκλοφορούν τα νυκτόβια είδη, με αποτέλεσμα να παγιδεύονται κι αυτά. Επισημαίνει ότι τόσο στα δίχτυα όσο και στα ξόβεργα παγιδεύονται και ερπετά.
«Φονικές παγίδες» και οι κίτρινες κολλητικές ταινίες
Ο Γιώργος Κωνσταντίνου δράττεται της ευκαιρίας, για να αναφέρει ότι και οι κίτρινες κολλητικές ταινίες, που κρέμονται στα δέντρα από τους γεωργούς, αποτελούν «φονικές παγίδες». «Δεν συλλαμβάνουν μόνο βλαβερά έντομα, αλλά και αμέτρητα άλλα είδη, όπως μικρά φίδια, σαύρες, πουλιά και άλλα σπάνια ενδημικά είδη. Οι ταινίες αυτές, που επιτρέπεται η εισαγωγή και χρήση τους και πωλούνται παντού, αποτελούν έναν πολύ μεγάλο εχθρό για πολλά είδη της βιοποικιλότητας του τόπου μας. Θα έπρεπε οι αρμόδιοι να ερευνήσουν αυτό το σοβαρό θέμα και να απαγορεύσουν αμέσως αυτές τις "φονικές" ταινίες, αφού το κακό που κάνουν είναι πολύ περισσότερο από το καλό. Σε μια περίπτωση βρήκαμε πάνω τους παγιδευμένο Σιαχίνι. Και όπως είναι γνωστο, τα Σιαχίνια και άλλα είδη αρπακτικών, τρέφονται με έντομα, όπως οι ακρίδες. Τις εντοπίζουν κολλημένες πάνω στις ταινίες και στην προσπάθειά τους να τραφούν με αυτές παγιδέυονται και τα ίδια», εξηγεί.
.Αυξήθηκε 100% η παγίδευση
Tο συστηματικό πρόγραμμα παρακολούθησης του Πτηνολογικού Συνδέσμου καλύπτει μια περιοχή έρευνας η οποία περιλαμβάνει δύο επικράτειες: την Κυπριακή Δημοκρατία και τις Βρετανικές Βάσεις (SBA) Δεκέλειας. Συγκεκριμένα, καλύπτει τις περιοχές Λάρνακας -Αμμοχώστου και Αγίου Θεοδώρου –Μαρώνι. Με βάση την ανάλυση των στοιχείων της έρευνας, κατά τη διάρκεια του φθινοπώρου του 2021 υπήρχαν 6.500 μέτρα ενεργών διαδρομών με δίχτυα εντός της περιοχής έρευνας. Με αυτά τα δεδομένα, εκτιμάται ότι μπορεί να θανατώθηκαν περίπου 60.5000 πουλιά εντός της περιοχής έρευνας. Συνολικά, η χρήση διχτύων εντός της περιοχής έρευνας για το φθινόπωρο 2021 ήταν κατά 84% χαμηλότερη σε σύγκριση με τα επίπεδα του 2002 (όταν ξεκίνησε το πρόγραμμα παρακολούθησης του Πτηνολογικού) σύμφωνα με την ανάλυση που έγινε στο πρόγραμμα TRIM. Ωστόσο σε σύγκριση με το 2020, η παγίδευση το φθινόπωρο του 2021 φαίνεται να αυξήθηκε κατά 100%.
Σε επίπεδο επικράτειας, η παγίδευση με δίχτυα εντός των περιοχών των Βρετανικών Βάσεων φαίνεται να παρουσίασε αύξηση 46% σε σύγκριση με το φθινόπωρο του 2020, η πρώτη αύξηση που σημειώθηκε τα τελευταία τέσσερα χρόνια. «Αυτή είναι μια απογοητευτική εξέλιξη, δεδομένου ότι το φθινόπωρο του 2020 καταγράψαμε τη χαμηλότερη δραστηριότητα παγίδευσης με δίχτυα από την αρχή του προγράμματος παρακολούθησης το 2002», αναφέρει ο Σύνδεσμος. Παρόλη την αύξηση της παγίδευσης με δίχτυα εντός των περιοχών των Βάσεων, είναι σημαντικό να σημειωθεί ότι τα επίπεδα που καταγράφηκαν το φθινόπωρο του 2021 (16) εξακολουθούν να απέχουν πολύ από τα επίπεδα που καταγράφηκαν το 2016 (280), όταν ο Πτηνολογικός κατέγραψε τα υψηλότερα επίπεδα παγίδευσης στην περιοχή των Βάσεων. Τα επίπεδα παγίδευσης στην Κυπριακή Δημοκρατία είχαν τάση αύξησης κατά 132%. Πρόκειται για εξαιρετικά ανησυχητικά νέα που αναιρούν τη μείωση που καταγράφηκε πέρυσι.

An alarming increase is being recorded in illegal bird-trapping levels. This is documented in a recent BirdLife Cyprus survey covering autumn 2021. “For the past 20 years, BirdLife Cyprus has systematically monitored trapping levels in areas within the Republic and the British Sovereign Base Area of Dhekelia. Analysis of the fieldwork undertaken in autumn 2021 showed signs of a significant and alarming increase in mist-netting levels within the survey areas compared with 2020. This is equivalent to approximately 605,000 birds that may have been trapped and illegally killed during autumn 2021 within the survey areas,” the organisation states in an announcement.
At the same time, BirdLife links the survey results to the recent relaxation of the Protection and Management of Wild Birds Law, which led to substantially reduced fines for trapping with limesticks or shooting up to 50 birds from a list of 14 species belonging to the category of “ambelopoulia”.
“The fines, which have been reduced from €2,000 to €200, are neither deterrent nor punitive and are clearly not proportionate to the profit someone could make from the illegal sale of these birds. Furthermore, the similarity of the 14 species to other bird species makes the practical application and enforcement of the law in the field extremely difficult, if not impossible, resulting in many species being indiscriminately grouped within the €200 category,” it emphasises.
BirdLife Cyprus states that distinctions should not be made according to the method of killing or the “value” certain birds have for trappers and poachers. It reports that the European Commission, in a letter to the Cyprus Government the previous October, also expressed serious concern and called upon Cyprus to reverse the amendment to the law and restore fines beginning at €2,000.
One month later, the organisation delivered an online petition calling for the reversal of the amendment to the President of the House of Representatives, Annita Demetriou. The petition had been signed by almost 14,000 citizens.
“It Is Not Only Ambelopoulia”
“It is not only ambelopoulia that fall victim to illegal trapping through the use of limesticks and nets,” naturalist and President of the Association for the Protection of the Natural Heritage and Biodiversity of Cyprus George Konstantinou told philenews.
“According to BirdLife Cyprus, 153 species belonging to the avifauna of Cyprus fall victim to this brutal method. Half of these are considered threatened, while some are exceptionally rare species.”
He described the state’s decision to reduce fines for trapping with limesticks and nets as unjustified and lacking in logic, predicting that it would further increase this form of poaching.
In photographs he shared with us, we see a Pallid Harrier—a globally threatened species—that had become trapped on a limestick.
“In such a case, this bird’s survival is now uncertain, as the damage caused by the limestick to its plumage will affect its ability to fly and, consequently, its ability to hunt and migrate,” George Konstantinou emphasises.
As he explains, large birds such as the Pallid Harrier shown in the photograph also become victims of limesticks when they attempt to seize the small birds stuck to them.
The Ball Is in the Cyprus Government’s Court
For BirdLife Cyprus, the ball is now in the Cyprus Government’s court. The organisation stresses that the state’s primary objective should be the protection and conservation of the natural heritage, beginning with the restoration of strict and deterrent provisions in the legislation.
More specifically, it calls upon the Cyprus Government:
- To reverse the relaxation of the law and increase fines to €2,000 for all birds, irrespective of the method of killing or the species concerned. If this is not done, Cyprus will probably be brought before the European Court for failing to provide adequate protection for migratory birds, as was also made clear in the Commission’s letter the previous October.
- To reinstate the Cyprus Police Anti-Poaching Unit, enabling more effective action against large-scale organised trappers and against violence and threats by trappers.
- To follow the example of the British Bases Police by pursuing better and closer cooperation with environmental organisations.
The Nets
According to naturalist George Konstantinou, illegal nets constitute a deadly danger not only to birds but also to other—and in some cases rare—species of fauna.
One example, he emphasises, is the Egyptian fruit bat of Cyprus.
“It is estimated that we have approximately 800–1,000 Egyptian fruit bats in Cyprus, a species which is threatened with extinction. On one occasion, we found 18 trapped in a single net,” he said.
He explained that offenders set up the nets at night so that birds will be caught in them in the morning. Nocturnal species, however, are active during the night and consequently also become trapped.
He points out that reptiles are caught in both nets and limesticks as well.
Yellow Sticky Traps Are Also “Deadly Traps”
George Konstantinou also takes the opportunity to report that the yellow sticky traps hung from trees by farmers constitute “deadly traps”.
“They do not capture only harmful insects, but also countless other species, including small snakes, lizards, birds and other rare endemic species. These traps, whose importation and use are permitted and which are sold everywhere, constitute a major enemy of many species belonging to our country’s biodiversity.
“The competent authorities should investigate this serious matter and immediately prohibit these ‘deadly’ traps, since the harm they cause is far greater than the benefit.
“In one case, we found a Common Kestrel trapped on one of them. As is well known, kestrels and other species of birds of prey feed on insects such as grasshoppers. They detect the insects stuck to the traps and, in attempting to feed upon them, become trapped themselves,” he explains.
Trapping Increased by 100%
BirdLife Cyprus’s systematic monitoring programme covers a survey area encompassing two jurisdictions: the Republic of Cyprus and the British Sovereign Base Area of Dhekelia. More specifically, it covers the Larnaca–Famagusta and Agios Theodoros–Maroni areas.
According to the analysis of the survey data, there were 6,500 metres of active mist-net rides within the survey area during autumn 2021. Based on these data, it is estimated that approximately 605,000 birds may have been killed within the survey area.
Overall, the use of mist nets within the survey area during autumn 2021 was 84% lower than the levels recorded in 2002, when BirdLife’s monitoring programme began, according to the analysis conducted using the TRIM programme. However, compared with 2020, trapping during autumn 2021 appears to have increased by 100%.
At jurisdictional level, mist-netting activity within the British Bases survey areas appears to have increased by 46% compared with autumn 2020. This was the first increase recorded in the preceding four years.
“This is a disappointing development, given that in autumn 2020 we recorded the lowest level of mist-netting activity since the monitoring programme began in 2002,” the organisation states.
Despite the increase in mist-netting within the British Bases survey areas, it is important to note that the levels recorded in autumn 2021—16—remained far below those recorded in 2016, when BirdLife documented the highest trapping levels in the Bases area, at 280.
Trapping levels within the Republic of Cyprus showed an increasing trend of 132%. This is extremely alarming news, reversing the reduction recorded during the previous year.
